Mp’s on the education and science select committee were told that the providers of such course would have to meet tight criteria for funding.

Yeah, I bet they really meant strict, as in they’ll get their arse paddled as red as Panty Slut-Boy’s if they don’t meet quality criteria. On the other hand they could have mean tight, as in the straps that Panty Slut-boy ties his balls up with.

I suppose providers could have a multi-tiered approach to qualifications in order to meet the Ministry guidlines for “quality and relevance”

    It won't be long until the MSD start a Bureau of Whoring, employ dozens more new bureaucrats to write policy, implement compliance proceedures and swamp now "legal" brothels and independent prostitutes with an impossible amount of paperwork.

    Those paying for such services will shortly have to complete forms providied by the Bureau of Whoring, developed in consultation of the Ministry of Health, before getting their rocks off.  Data matched with your GP records, IRD, WINZ, and CYFS, and any other info they have on you, they will be able to paint quite a nice picture of your lifestyle.  Certainly they will possess substantial leverage over the individual. 

    Prostitution will have no choice but to return to the shadows and black market economy that has worked well for it the last few thousand years.

    This outcome was neither unforeseen, nor (in my opinion) unintended. As Chair of the Select Committee that considered tim Barnett's Bill on prostitution I can assure you that the possibilities were well explored by the committee, at my insistence. I wanted a provision to ensure that the removal of illegality did not convert prostitution into an activity benefitting from the State's positive discrimination or patronage. I drafted amendments to provide that absence of criminality did not interfere with the freedom of people and organisations to criticise prostitution and to discourage it. The Prostitutes Collective hostility to that kind of provision was strongly supported by Sue Bradford. She did not even want officials to advise on the risks of mandatory positive discrimination. She said it was scaremongerinig when we asked officials to advise how school career guidance counsellors could avoid being forced to steer kids toward prostitution as a career if the industry alleged prejudice or discrimination in a refusal to do so, how WINZ could avoid denying or terminating unemployment benefits because of a refusal to accept a job opening at the local brothel, how training grants etc could be withheld for an employer or pimp who wanted to use them for recruitment and training.

    The committee got no clear answer and the Labour/Green majority, with the liberals on our side of the table, ensured that those embarrassing issues were not followed up, and my amendments failed.

    Presumably "boosting quality" in any sector where services are provided to the public is a good thing but yes, in this situation you could only learn so much in the classroom. Fortunately for aspiring whores there are avenues available, and increasingly so, for those wanting to start out well and take it seriously. Men and their penis's are complex characters, there is an art to serving them well :).
