Dirty Deeds done Dirt Cheap by a Dirty Doctor for DML

There is a reason I am opposed to suppression orders. It is because they protect the wrong people. It seems if you are rich or powerful or part of “the establishment” you can get your mates to have all manner of things swept under the carpet of suppression orders. I think it is the duty of bloggers and the media if they have the guts (and the don’t) to oppose suppression orders, if necessary by civil disobedience, until the government and other organisation see sense and male suppression order a very short and temporary measure unless there are extremely good extenuating circumstances.

Enough of the prelude and now onto the story. As you are all aware there is a very nasty battle over the provision of pathology services in the Auckland Region. This blog is not to re-litigate what the courts and the DHBs have already decided but to reveal that one of the main protangonists supporting Diagnostic Medlab in their campaign of dirt and mudslinging is in fact a dirty doctor doing dirty deeds for DML and he probably isn’t doing them dirt cheap either.

Why do I call him a Dirty Doctor? Well check the details on the Medical Practitioners Disciplinary Tribunal decision website.

The Doctor here has name suppression. He is Dr Ian Rapson. I am revealing his name because other good doctors don’t deserve to be smeared (if you will forgive the expression in this case) by association with the likes of him. I read the application for permanent name suppression and am aghast that the Tribunal, despite actually arguing favourably for releasing his details in the application suppressed his name. Looks definitely like protecting an establishment figure to me, exactly what was argued as one of the the reasons for the passing of the  Medical Practitioners Act 1995 that those who promoted the legislation wanted the present disciplinary process to be transparent and accountable.

He has also with his business partner Dr Carmel Built led the charge against Labtests. In news item after news item they have put themselves out there as the poster doctors for Diagnostic Medlab. Just today they are in the news again, this time for actually getting it wrong, but in the news bagging Labtests once again nonetheless.

It appears Rapson has a history of his own that needs to be uncovered to prove that indeed, no one is perfect in the medical profession. God knows a perusal of the Medical Practitioners Tribunal findings shows that there would appear to be a systemic problem in the medical industry with ethics and professional boundaries.

While criticising Labtests for their apparent mismanagement and lack of professional standards, Dr Rapson is not only somewhat of a dirty rooter, he has a history of not using gloves when performing cervical smears and conducting these smears without a chaperone.  Dirty.  He also brags to other Doctors about his sexual conquests with patients.

All and all the evidence projects that he is a very dirty, sleazy man that female patients and practitioners would do well to stay away from.

“In February 1987 Dr C joined the Doctor’s practice.  In 1995 the Doctor and his wife separated for the first time.  In 1997 the Doctor had a relationship with Ms [M], a sister of a patient of Dr C, and subsequently also a patient of Dr C.  During 1998 the Doctor had a relationship with an employee of the practice (Ms F).  In late 1998 the Doctor reconciled with his wife. He rented a property to his patient Ms S.  In May 1999 Dr C decided to leave the practice”.

“The Doctor acknowledged having had extra marital affairs, a sexual relationship with Ms F when she was employed at the practice and having had a sexual relationship with Dr M”

“When considering the second particular the Tribunal accepted that prior to 2000 the Doctor did not use gloves when conducting cervical smears”.

Dr Rapson got off, for want of a better phrase, yet it remains that he clearly has no boundaries.  The problem that professional bodies have is the perception that they go light on their mates in the establishment, and it is clear that in the vociferous defense of DML Rapson is very much part of the establishment. Something that his dirty financial ties to DML and renting rooms in Three Kings points to:

“However, the Tribunal had significant concerns about the Doctor’s ability to maintain appropriate boundaries. The Tribunal strongly urged the Doctor to always use a chaperone when carrying out any internal or intimate examinations of female patients”.

If you need any further evidence of Dr Ian Rapson’s lack of professional ethic look no further than the NZ Bodybuilders Chat site where he is recommended as a Doctor to go to for body builders. It doesn’t take a rocket scientist to work out why considering that body builders need to get access to HGH and other prescription drugs in order to maintain their lifestyle and physique. As Wikipedia says;

In its role as an anabolic agent, HGH has been used by competitors in sports since the 1970s, and it has been banned by the IOC and NCAA. Traditional urine analysis could not detect doping with HGH, so the ban was unenforceable until the early 2000s, when blood tests that could distinguish between natural and artificial HGH were developed. Blood tests conducted by WADA at the 2004 Olympic Games in Athens, Greece primarily targeted HGH.

Luckily Bodybuilding isn’t an Olympic sport, but ask any professional athlete and if they are honest they will tell you that they are all cheating and they need to have a cheating doctor in order to be able to do it. Doctors with a lack of professional ethics and boundaries are perfect for body builders and athletes seeking performance enhancing drugs.

The problem with suppression orders like this one is that they malign good and great doctors with the sleaze and dirty dealing of scumbags like Dr Ian Rapson. The fact that DML are using him as a poster boy for them when he should be the poster boy for struck off Doctors says as much aabout the inappropriateness of suppression orders, the ethics of DML and the ethics of Dr Ian Rapson.

Let us hear no more from the Doctors of the Three Kings Medical Centre, their evidence is tainted by their lack of professional boundaries and ethics. Labtests are the victim of a clever PR campaign that involves Dirty Deeds done Dirt Cheap by a Dirty Doctor.

    Whale, you are right in outing this GP for his sexual misconduct. However, you had better know more than you are letting on regarding him pushing human growth hormone. Just because he treats body builders, does not necessarily mean he is pushing illegal drugs. If caught he will be struck off. Be very careful with the accusations you make here.

    I notice nobody has published any comparable figures to show how many inaccurate cancer diagnoses were carried out by DML during the previous say five years. The Herald ought to be shot for printing a continuous contrived stream of adverse publicity.

    I hope Labtests lawyers have them firmly lined up for action.

    Why don't you have a good hard look at the individual m,embers of the Tribunal and find out how much money they were raking in from DML?

    If you all look at the medical practitioner's website, the cases are referred to by year date slash case number for the year. They have all findings publised back to 1997.

    Whale you going to come clean as well and explain why you are so vociferously defending Labtests when it's pretty obvious they've made one big clusterfuck after another, PR campaign by DML or not, and that the orginal deal to get them the contract in the first places was very corrupt. Not defending this guy Rapson btw who sounds like a scumbag. But I do have a close family member who is a highly ethical and well respected GP and he has told me a lot of stories about what a shocking job labtests are doing.

Sounds like they were all at the same meeting. Not about name suppression. We all know who they are. But they carry on as if nothing can touch them.

    If lawyers engaged in this sort of carry on the public would be all over them. Well the public usually is all over them anyway. Why do Dirty Doctors get protection? He's only a GP for heaven's sake. A script writer. As for his rooting, well there for the grace of God go I, but his reputation as a rooter looks pretty bad even reading the precise words in the Tribunal Hearing.

    The dirty doc's facts are not being challenged though,are they ? He does sound a bit dodgy but it seems a lot of GPs in Auckland are very concerned about the poor standard of service and accuracy from Labtests.

    Not really seeing the connection here Blubs; if Rapson is the GP guilty of the forementioned crimes, then don't you think he would be keeping a fucking low profile? Unless of course, he feels seriously enough about the risk to patient health that is the all round fuck -up of Labtests? You can't tell me that sulking over the demise of his wee rental scheme would be enough to make his put his head above the parapet. Get real. I have personally spoken to GPs who have said they have no confidence in Labtests and even spoken to people working at Labtests who say it's a a complete fuck-up. But thanks for the heads up- note to self- get another GP to do cervical smear in future and send to DML.

      Of course DML never, ever made any mistakes did they…..of course they did, they just didn't have a competitor who would shill the bad news stories out to the supplicant repeaters of the Lame Stream media.

      News flash for the dimwitted, I know an awful lot about the inside machinations of DML, they used to be my customer a few years a go and i know exactly how those pricks pay ball and it ain't pretty.

      They are pissed that their cosy monopoly and monopoly profits was challenged and lost. They are still fighting a battle that was lost in three seperate court battles, a tender process and a review.

      They should fucking man up and take their licks. Otherwise some more stuff will come out via The Whale.

Genuine concerns have been raised by sincere, unbiased and non-politically motivated health practitioners working at the coal face so you really are missing the elephant in the room. Character assassination to deter people speaking out could be seen as a form of bullying!

    Rapson isnt going any where near a Court where the civil case standard of proof applies.
    And yes 'boasting' does not meet the standard of proof for medical misconduct, but the general public will draw their own conclusions. And who knows maybe some women would come forward after the publicity, we had that happen before in the cases bought against the police

    I found this (and similar) articles and resulting commentary after transferring to Rapson as a GP. I was a little concerned. But thought I would give him the benefit of the doubt. This is what I have found…He is professional, punctual, knowledgeable, caring, always wears gloves, always gives option of a chaprone, female Dr or nurse. He is thorough. He is the best Doctor I have ever had.
