Good Idea from the Commodore

The leftist press constantly denigrate the Frank Bainimarama. I have long counseled that a better way than the stick approach that New Zealand and Australia exhibit in the Pacific would be to open dialogue and offer real assistance in getting Fiji to a true democratic situation. I also mean that the previous constitution should be ripped up and a completely new one drafted/ Just don’t let Geoffry Palmer or Sir Paul Reeves anywhere near the drafting.

There are however some things that Fiji can teach us.

Every civil servant has been made accountable for their work.

They are required to work in line with the corporate plan of their respective ministries.

Each civil servant –– right down to the driver and clerk –– is required to draw up an individual work plan in line with the concerned ministry’s corporate plan.

For the next three years, Government will be looking at plans that will result in the strengthening of the economy.

Permanent Secretary in the Prime Minister’s Office, Pio Tikoduadua said the corporate plans were in line with Government vision for the next three years.

He said the exercise of drawing up individual work plans was to ensure that all civil servants were made accountable for their work.

Now isn’t that a brilliant idea? The PSA, of course, along with their Labour lackeys would certainly oppose that. I suppose the chances of John key doing this are remote as well.

    Problem is, that as far as I can see from observing the armies of HR specialists, performance managers, programme managers, and going forward speakers in the New Zealand public service, ably marshalled by the palmerite SSC accountability police, to quote

    “Each civil ser­vant –– right down to the dri­ver and clerk –– is required to draw up an indi­vid­ual work plan in line with the con­cerned ministry’s cor­po­rate plan”

    Right here, in New Zealand, today.

    And what happens – they do them, and they ignore them. And their managers are too lazy to care – or recognise them for the waste of time they are.

    And that is what will happen in Fiji too.

    Its just a shame that its unlikey John Key would adopt any of these measures. There was a time when it would be automatic that any National PM or MP would have conservative ideals. This current batch (who I voted for so take responsibility for also) are very centrist, especially the PM. Of course he's a billion times better than Alen Clarke, but I'd be a lot more comfortable – and therefore inclined to vote for National again- if he took a harden the fuck up pill.

    Amazing how poorly we treat Fiji really when you consider if there's that level of civil unrest in society to go and instantly dismiss the regime is the same as showing your disapporval of the such events as the English revolution which gave us the democracy we're so proud of.

    As for the policies I agree for the most part but am some what worried about the accountability. I agree that there must be some level of it but social workers and police will often have to make on the spot decisions and as we saw with the highway shootout there is a small chance of innocent bystanders being caught up and I do not believe the cop who fired the shot should be accountable.

    Great idea

    35,000 individual work plans to review and monitor and disciplinary action will need to be taken against those civil servants who do not comply. Should take no more than a couple of thousand civil servants and added Court and Employment Relations and SSC resources.

          Ever heard of pdf?

          Ever heard of breaking the task down into bite sized chunks?

          They already have personnel files for every civil servant, and HR departments in every department, adding one more piece of paper is hardly a massive bureaucracy unless you think we just hire civil servants and point them at a desk and say do something.

    Either way, there has to be some form of accountability. There is in the business world, even in global organisations that do have tens of thousands of employees. There are simple performance plans that are easily managed and monitored and if the expectations are not met the outcome is no job. Why should politics or the civil service be any different ?

    Agree with Jason. Why should the expectation of civil servants not be the same as in the business world? Whoever the civil servant employee reports to will review the work plan and performance. Quite simple really – plan your work and work your plan. The standard accepted is the standard expected. Raise what is accepted and it will be expected.

    Granny thinks that the managers in Fiji will be too lazy to care. There aren't too many of them left in positions of management now. What do you think the Fijian government has been doing for the past few years?
