How can you say Labour spent more on the criminals rather then the victims.
Surely the money spent on apprehension, conviction and sentencing is spent for the victims and the protection of the public.
Remember it was National, around the time McVicar was dreaming up SST (No, not Sunday Star Times) who first indroduced parole after one third of the sentence served ( about 1992-3) Previously parole had been at about the one half level. Offending has exploded since that time as its repeat offenders that cost.

My view is that maximum parole should only be for first ( Jail time)time offenders. Go back to jail and the parole is less and then only for exemplary behaviour. I would say that 20% would be exemplary behaviour, and 20% are the worst behaved, who should have extra time ( not concurrent, be convicted of serious assault in prison another 5 years, or using drugs another 18 months).
A new Government in Victoria has promised 700 extra police in 4 years as well as 600 additional railway protection officers. Yet they allready have 11500 police and recruits in training. Because of the population distribution and length of the country we should have 12500 police or more.
