    Which raises the question of why they apparently don’t form in the western half of the southern hemisphere, around South America, and whether that has been or might be different.

      They don’t generally form off South America due to cooler water from the predominantly Southern current, whereas in the West we get northern or Eastern currents with lots of nice warm tropical water to start the process. Once triggered the cyclone is it’s own engine but it needs to get across the line first.
