Transit $2.5 million over budget in legal services

Labours 2003 Land Transport Management Act is being used by Transit to actually block development .
Transit has a veto to block development if they think it will add undue pressure to "their" roads they are supposed to be building.
Instead they are more than $2.5 million over budget in their legal services busily opposing development to keep people off of the roads they haven't and apparently don't want to build.
They have even block development of a Ministry of Education school in Queenstown.
