Hubbard and his leftist council have been systematically hoodwinking Auckland City ratepayer by effectively subsidising rates through "charitable payments" from Metrowater. meanwhile they are helter skelter increasing borrowings of the council by over a $1 billion and quietly trying keep that secret.
