What were the Christchurch City Council Thinking?

Tony Marryatt’s ratings fell over time and his pay went up. Someone put in an official information request and got this information.

Mayor Bob Parker defended the council’s decision, saying Marryatt had received “a very strong rating”.

“It’s still a very good response, in the top 20 per cent overall.”

Why did they keep putting his pay up when his ratings fell?

And why did they think they could cover it up?
