Helen Clark cops one in the chook, Dear Leader will not be pleased

It looks like the UN has wised up to Helen Clark:

Former prime minister Helen Clark has been hit with a devastating critique of her United Nations Development Programme (UNDP) in an official report saying much of its annual US$5.7 billion (NZ$6.8 billion) budget is only remotely connected to ending global poverty.

The densely worded report by the UNDP’s executive board – Clark’s bosses since she became secretary-general in April 2009 – amounts to a stinging performance review.

US media reports say she is leading a counter-attack claiming the study misses the point behind its work.  

But the report paints a striking picture of a confused organisation seemingly unable to bring significant change to the world’s 1.3 billion poor people despite spending US$8.5 billion on fighting poverty between 2004 and 2011.

“Even when UNDP undertakes activities with an explicit poverty orientation, the approach often lacks a pro-poor bias and tends to rely instead on the trickle-down process,” the report said.

Always the way for Helen Clark. She gets caught being average and suddenly it is everyone else’s fault.

Let’s hope she gets the arse card so she can come home to poo-finger the Labour party up close and personal.

    Well strictly she is correct. Modern middle Leftist politics was never actually about ending poverty, it is about showing that you “care” and feeling good for that and, at it’s worse, hooking the poor suckers into welfare dependency.

  • US$500,000 tax free income per annum, housing allowance, global travel in first class (not stinky business class with the business people), 5 star hotels and Helen Clark ought to know the main poverty she is combating is her own – as had she not entered politics she would at best be head of the the politics department at Auckland University.

    She has two key skills, one is being a ruthless leader of a tight band of politicians, the other is being a cold shrewd intelligent debater of her opponents.

    However, she has never managed a business, nor even a government agency, so I am hardly surprised that she has proven incapable of effectively managing an enormous intergovernmental organisation.

    It was rotten when she joined, as it had been found wanting over its activities in North Korea, where it paid officials of the government plenty of money that an audit determined was likely to just prop up the regime and the military.

    It needed a very clean sweep, radical reform and to become accountable on the basis of results. However, nobody works very hard in UN organisations, they don’t start till after 9.30am, they rarely go beyond 5.30pm, have mandatory morning, afternoon tea and lunch breaks and set their own schedules.

    By contrast, Mike Moore, with effectively little greater skill set than Clark, actually did a reasonable job at the WTO – albeit it helped that the organisation itself is a force for good, and is not a UN body (so is actually very strict about who it hires).
