A Horowhenua man who spent two years in jail for “sadistic” child abuse – including breaking a boy’s teeth – now acknowledges further offending he hasn’t been charged with.

This revelation is contained in a parole report for Mark Owen Anthony, 33, who was released last week after serving two years of a two-year, eight-month jail term.

He was due to face trial but before that began in July 2011 he admitted three charges of assaulting a child and one each of child cruelty and injuring with reckless disregard.

Anthony offended against three children, whose identities are suppressed, strangling one until he lost consciousness, shooting one in the leg with a BB gun and forcing mustard into another’s mouth as punishment for swearing. The strangled boy was also thrown face-first to the ground, breaking his teeth.

Readers may recall me suggesting a preventative detention for stupid people a while ago.  It would appear we have another applicant.

What a piece of filth.  

Anthony saw the Parole Board on September 10 and a report released to Fairfax Media says his sentencing notes make “sickening reading”.

“There is no prior criminal record but we are aware . . . of a significant amount of undetected offending, which Mr Anthony now acknowledges,” the parole report says.

Details of that are not covered in the report but the board says: “There are elements of risk attaching to this in terms of anti-social influences which will have to be managed on release.”

Anthony was a minimum-security prisoner and has undergone a programme through a prison drug treatment unit.

He told the board he would be working with probation officers and police on a plan to deal with addiction problems.

The board decided he no longer posed an “undue risk” to the community.

Ah, that Parole Board…

Tell you what.  If he does it again, he’ll have to babysit your (grand)children for a week.  See if you still think he isn’t an “undue risk” then.   Helps to have some skin in the game.

“…a significant amount of undetected offending, which Mr Anthony now acknowledges…” – This may just be my expectations, but if you admit to further uncharged crimes, should that not see you charged with them?  Or are we just that desperate to put convicted sadistic child torturers back into the community?
